Mexico's Tax Administration Service (SAT) operates the SAAI (Sistema Automatizado Aduanero Integral) for customs declarations. The import declaration document is the Pedimento. Mexico is a CUSMA (formerly NAFTA) member — US and Canadian goods enter at 0% duty, making Mexico a major nearshoring hub.

Mexico Import Duty
MFN tariff: 0–50% (most goods 5–20%). CUSMA: 0% for US/Canadian goods meeting RoO. CPTPP: reduced for Pacific rim countries. VAT (IVA): 16% on CIF + duty. Excise on alcohol, tobacco, fuel, sugary drinks. No import VAT refund at border for individuals; offset on tax returns for businesses.
