Kenya is East Africa's largest economy and the region's primary trade hub. The Kenya Revenue Authority (KRA) operates iCMS (Integrated Customs Management System) for electronic customs declarations. Mombasa port handles not only Kenya's own imports but also transit cargo for Uganda, Rwanda, South Sudan, DRC, and parts of Ethiopia — making it the most strategically important port in East Africa. Understanding Kenya's EAC Common External Tariff, PVoC requirements, and multi-levy duty structure is essential for anyone shipping to or through Kenya.

Kenya Customs System — iCMS and KeTradeNet

Kenya Revenue Authority (KRA) operates two key platforms:

  • iCMS (Integrated Customs Management System) — core customs declaration, assessment, and release system; replaced the older SIMBA system
  • KeTradeNet (Kenya TradeNet) — single window system integrating customs with Kenya Ports Authority (KPA), Kenya Bureau of Standards (KEBS), KEPHIS, and 40+ other agencies
  • Electronic Cargo Tracking System (ECTS) for transit cargo monitoring to landlocked countries
  • Pre-Arrival Declaration (PAD) allowed for faster clearance

Kenya Duty Calculation — Worked Example

Importing a consumer electronics item (TV, HS 8528.72, CIF = KES 50,000):

  • Import Duty: 25% × 50,000 = KES 12,500
  • VAT: 16% × (50,000 + 12,500) = KES 10,000
  • RDL: 1.5% × 50,000 = KES 750
  • IDF: 3.5% × 50,000 = KES 1,750
  • Total taxes: KES 25,000 on KES 50,000 CIF = 50% effective rate

PVoC — Pre-Export Verification of Conformity

Kenya Bureau of Standards (KEBS) requires PVoC (Pre-Export Verification of Conformity) for regulated goods before shipment to Kenya. KEBS has appointed three verification agents:

  • SGS, Intertek, and Bureau Veritas are the KEBS-appointed PVoC verifiers
  • Products on the PVoC schedule: electronics, electrical equipment, building materials, PPE, toys, cosmetics, food
  • Verifier inspects goods at origin factory or warehouse; issues Certificate of Conformity (CoC)
  • CoC must accompany shipping documents; presented at Mombasa customs
  • Goods without CoC: held at Mombasa port pending testing; risk of destruction if non-compliant
  • Cost: borne by exporter/importer; typically USD 200–500 per shipment

Northern Corridor — Transit to Landlocked Countries

Kenya's Mombasa port serves as gateway for Uganda, Rwanda, South Sudan, DRC, and parts of Ethiopia via the Northern Corridor. Key features:

  • Transit goods: cleared through Kenya Customs under Transit Bond; no Kenya import duty if re-exported
  • ECTS (Electronic Cargo Tracking System): GPS seals on transit trucks; KRA tracks from Mombasa to Uganda/Rwanda border
  • SGR (Standard Gauge Railway): container trains from Mombasa to Nairobi ICD; faster than road for Nairobi-bound cargo
  • Transit time Mombasa to Kampala: 3–5 days by SGR/road

Frequently asked questions

Kenya uses the EAC Common External Tariff: 0% raw materials, 10% intermediate, 25% finished goods, 35% sensitive products. Plus VAT 16%, Railway Development Levy 1.5%, and Import Declaration Fee 3.5% — effective rate for consumer goods is ~50% of CIF.

Pre-Export Verification of Conformity — KEBS-appointed agents (SGS, Intertek, Bureau Veritas) inspect regulated goods at origin before shipment to Kenya. Certificate of Conformity (CoC) is mandatory at Mombasa customs. Without CoC, goods are held pending testing.

Mombasa is the region's largest port and the primary sea gateway for landlocked Uganda, Rwanda, South Sudan, and parts of DRC and Ethiopia. Transit goods move under Kenya Customs bond via the Northern Corridor road/SGR rail to inland destinations.

RDL is a 1.5% levy on CIF value of all imports, collected by KRA to fund the Standard Gauge Railway (SGR) infrastructure project connecting Mombasa to Nairobi and onward to Uganda.
