Japan Customs operates the NACCS (Nippon Automated Cargo and Port Consolidated System) for electronic import declarations. Japan has very low tariffs on industrial goods but maintains agricultural protection. CPTPP membership provides preferential access for Pacific countries.

Japan Import Duty
MFN Tariff: 0–26% (most industrial goods: 0%). Agricultural: variable protection (rice up to 778%). Consumption Tax: 10% at import (8% for food). CPTPP: 0% for CPTPP members on most goods. Japan-EU EPA: preferential rates. Japan-India CEPA: preferential. Extremely efficient clearance; most air cargo cleared within 24 hours.
