Filing a bill of entry on ICEGATE requires a specific set of documents — and missing even one can halt your clearance, cause a deficiency memo, or block duty payment. This comprehensive checklist covers every document required, what it must contain, who provides it, and how to upload it via e-Sanchit.

e-Sanchit Upload Requirements

All documents must be uploaded digitally via e-Sanchit before or during BoE assessment. Key upload rules:

  • File format: PDF only (no JPG, Word, or Excel)
  • Maximum file size: 5 MB per document
  • Document must be clearly readable — poor scan quality causes rejection
  • Each document type must use the correct document type code (see ICEGATE manual)
  • All pages of multi-page documents must be in a single PDF
  • Signed/stamped originals should be scanned, not photographed

What Happens If a Document Is Missing?

If a required document is missing or the officer finds it inconsistent with the BoE data, customs issues a Deficiency Memo. The BoE is placed on hold and cannot progress to duty payment until the deficiency is resolved. Every day in deficiency status means:

  • Port demurrage accruing on containers
  • CFS storage charges building
  • Potential Yellow/Red Channel delay if goods are examined

Best practice: send your CHA a complete document pack before cargo departs the origin country. Pre-BoE review by the CHA catches missing documents before the vessel arrives.

Commercial Invoice — Common Problems

  • IEC number missing or wrong — CHA cannot file until corrected
  • GSTIN not on invoice — IGST paid but ITC not claimable without GSTIN on BoE
  • Value in wrong currency — customs notified rate may differ significantly
  • Incoterms not stated — customs may impute freight/insurance, increasing assessable value
  • Related-party discount not declared — customs may query under-valuation

Certificate of Origin — FTA Claims

For preferential duty under India's FTAs (ASEAN, Japan, Korea, UAE, Mauritius CECPA, etc.):

  • Must be issued by the designated authority in the exporting country (e.g., JCCI for Japan origin, ASEAN trade bodies for ASEAN)
  • Must cover the specific shipment — blanket CoOs are not acceptable
  • Must be presented at time of BoE filing — late submission may not get retroactive benefit
  • GSP/DFIA origin certificates have specific form requirements — verify format per FTA schedule

Frequently Asked Questions

Can I use a pro forma invoice instead of a commercial invoice?

No. Customs requires a commercial (tax) invoice — an invoice issued after sale confirming actual price paid. A pro forma invoice is a pre-sale estimate and is not accepted for duty assessment. Ensure your supplier sends the final commercial invoice before or with shipment.

What if I lost the original bill of lading?

For sea freight, a Letter of Indemnity (LOI) may allow cargo release with a bank guarantee against the original BL. However, this is a shipping line commercial matter — for customs, your CHA needs the BL number and copy to file the BoE. Contact your freight forwarder immediately if original BL is lost.

Does the importer name on the BL need to exactly match the IEC?

Yes — the consignee on the BL should match the importer entity whose IEC is on the BoE. If they differ (e.g., BL to a subsidiary but filing under parent IEC), customs will query the discrepancy. Ensure your supplier issues the correct consignee on all transport documents before cargo ships.
